University Development and Quality Management
Always a little bit better for our students
At Ostfalia, student education takes centre stage. As a central service facility for university development and quality management, we support our faculties and institutions in designing teaching and studies in such a way that our students can study in a well-organised manner and acquire precisely the skills that are important for their professional careers. This is not just about subject-specific competences, but also about important future skills in particular.
The planning of new study programmes is just as important to us as the continuous improvement of our existing programmes.
Specifically, we provide support by supervising accreditation and reaccreditation procedures, by constantly monitoring and controlling study programmes, by taking measures to identify risks at an early stage and by conducting and evaluating various student surveys. Feedback from our students is particularly important to us, as this is the only way we can recognise some stumbling blocks and remove them.

Accreditation of Study Programmes
What does accreditation mean?
Section 6 of the Niedersächsische Hochschulgesetz (external link, opens in a new window) stipulates that every study programme and every significant change to a study programme must be accredited and reaccredited in accordance with the Studienakkreditierungsstaatsvertrages (external link, opens in a new window) of 1/20 June 2017 (Nds. GVBl. p. 290), as amended, and the ordinances issued on its basis.
In the higher education sector, accreditation means the temporary recognition of study programmes and higher education institutions in a regulated multi-stage quality assurance procedure. By reviewing and defining minimum standards, the quality of teaching and study programmes is ensured in accordance with international standards.
The procedure has been regulated in Germany since 1 January 2018 by the Studienakkreditierungsstaatsvertrag (external link, opens in a new window), the associated Musterrechtsverordnung (external link, opens in a new window)and in Lower Saxony by the Niedersächsische Studienakkreditierungsverordnung (Nds. StudAkkVO) (external link, opens in a new window).
During accreditation, for example, the studyability and the facilities of the universities are examined.

What do we do?
Our task is to advise and support the faculties in the accreditation procedures.
Surveys
Feedback from students and graduates helps us to keep improving.
In order to continuously improve the quality of teaching, we need a good overview of the satisfaction, stress and needs of our students throughout their entire study programme and even beyond. This is why we conduct our surveys at different points in the study programme.
At Ostfalia, we start with the First Semester Survey, followed by the Student Survey, the Graduate Exit Survey and the Graduate Survey. Our courses are regularly evaluated in the Course Evaluation.
Reporting (BI)
What is BI?
BI stands for Business Intelligence and is a powerful, dynamic, web-based system that is integrated into the student administration system (HISinOne) and is based on real-time data, enabling flexible analyses of everyday life at university. It serves as a central platform for the provision of reports and key figures that make university operations transparent and support university management. The BI system is continuously being developed further.
Capacity Calculation
What is Capacity Calculation?
The capacity calculation determines the number of study places offered in the individual degree programmes, taking into account the available resources. It serves as a decision-making basis for the strategic development of the university by helping to align degree programmes with demand and implement university policy requirements. The aim is to ensure that we utilise our resources efficiently while offering a high-quality education.
Legal basis:
- The Niedersächsische Hochschulgesetz (NHG) forms the legal basis for determining capacity and allocating study places.
- The Kapazitätsverordnung (KapVO) specifies the requirements of the NHG and sets out detailed procedures for calculating admission capacity.
The Capacity Calculation is managed by our statistics team.
